What people ask us most

Do I need to be in Paraguay to open the company?

Not necessarily. Partners can sign through a special apostilled power of attorney from their country, and an EAS is incorporated online through SUACE (the Unified Business Opening System). However, every company needs a representative with a Paraguayan ID card (for an EAS, with permanent residency), and the final signature for the RUC (tax ID) at the DNIT (tax authority) is in person. Residency, on the other hand, is a personal, in-person procedure. More in opening a company as a foreigner.

Do I need a Paraguayan partner?

No. A foreigner can own 100% of the capital, with no local partner. Partners: at least 1 in an EAS; 2 in an S.A. and an SRL. What every company (EAS, SRL and S.A.) does require is a legal representative with a Paraguayan cédula (ID card). In an EAS, if the representative is a foreigner, they must also hold permanent residency (official EAS FAQ); temporary residency is not enough.

What obligations does the company have after it opens?

The company files IVA (VAT) and RG 90 every month: IVA on Form 120, and RG 90 as the electronic register of sales and purchase invoices in Marangatu, according to the last digit of the RUC. Every year it files the IRE (corporate income tax) and the EEFF (financial statements). With staff, it pays IPS (social security) contributions every month and, with the MTESS (Ministry of Labor), confirms the Labor Information Books once a year, by the last business day of March. In addition, every new company is required to issue electronic invoices from the start (DNIT GR 21/2024). We handle this as part of our monthly accounting.

How long does it take to incorporate a company?

With paperwork that raises no objections, the EAS is the fastest process: about 10 days, online through SUACE (the representative needs an electronic identity, which is only available with a Paraguayan ID card). An S.A. or SRL, which require a public deed and registration with the RUN (National Unified Registry), takes 45 to 50 business days. These are EC reference timelines, not guarantees. Then come the RUC at the DNIT, electronic invoicing and the bank account, which depend on each agency and bank. See our company formation service.

What taxes does a company pay in Paraguay?

Under Law 6380/2019: IRE of 10% on net income; IVA of 10% (5% on basic foodstuffs, real estate and a few other items); and IDU when profits are distributed, 8% if the partner is a resident and 15% if not. There are simplified regimes (IRE SIMPLE and RESIMPLE) for sole proprietors and small taxpayers. More in taxes in Paraguay.

How much does it cost to hire an employee?

The minimum wage is Gs 3,044,000 per month since 07/01/2026 (MTESS). IPS contributions are 9% paid by the employee and 16.5% paid by the employer in commercial entities. On top of that there is the aguinaldo (year-end bonus): 1/12 of everything the employee earned in the year, paid by December 31 and with no IPS contribution (on the minimum wage, about Gs 253,667 per month). The company must register with the IPS and the MTESS, report hires, terminations and salaries, and confirm the Labor Information Books every year. We handle this as part of our monthly accounting.

What documents do I need for temporary residency?

The official list for temporary residency asks for: a valid ID document or passport; birth certificate (copy of the original, certified and apostilled in the country of origin); a nationwide criminal record certificate from your country of origin, apostilled or legalized (from age 14); the criminal record certificate for foreigners issued by the Policía Nacional (National Police); a marital status certificate if applicable (copy of the original, certified and apostilled in the country of origin); a sworn statement of no international criminal record; and proof of entry into the country. Do documents need to be translated or legalized?

Foreign documents must be apostilled or legalized; with an apostille, no consular legalization or validation by the Ministry of Foreign Affairs is needed. For Migraciones, documents in another language must be translated into Spanish by a sworn public translator registered in Paraguay (or by a translator authorized in the country of origin, with the translation apostilled or legalized). Brazilian documents in Portuguese are exempt from translation (Law 3582/2008), except under specific rules such as those for minors and the digital nomad category.

How much does residency in Paraguay cost?

There are official DNM fees for temporary residency, the settlement certificate (certificado de radicación) and permanent residency, paid in cash. They are calculated in minimum daily wages and change every July (source: DNM migration fees). In the written quote, EC tells you which official fees apply to your case, separately from its own fees.

How long does temporary residency last, and how do I move to permanent?

Temporary residency lasts 2 years and can be extended. Permanent residency can be requested from 90 days before your card expires, proving financial means under DNM Resolution 407/2026. If the card expires, you lose that route. Investors can obtain permanent residency directly through the Paraguay Investor Pass or the SUACE route. See residency and ID card.

When is the next MigraMóvil in Ciudad del Este?

From November 2 to 6, 2026, 8 a.m. to 4 p.m., with 250 appointments per day handed out the same day from 7:30 a.m.; they are personal and non-transferable. The DNM lists the Centro Cultural Mangoré as the venue; it is best to confirm the day before, because the schedule may change. Details on our office page.

Does the Paraguayan ID card make me a tax resident?

No. For the DNIT, an individual is a tax resident when they hold permanent residency (Decree 3181/2019, art. 2). The tax residency certificate (GR 65/2020) is valid for 1 year and is used to apply double taxation treaties. Your home country may still consider you a resident: confirm it with an accountant there.

What does legal representation involve?

The representative acts on behalf of your company before the DNIT, banks, the RUN, the IPS, the MTESS, the MIC (Ministry of Industry and Commerce) and Migraciones, always within the power of attorney granted. Every company (EAS, SRL and S.A.) needs a representative with a Paraguayan ID card; in an EAS, if they are a foreigner, they must also hold permanent residency.
